Troy Planning + Design was commissioned by Harrow Council to carry out a feasibility study and design code for the small precincts. The work is set in the context of the emerging London Plan, which emphasizes the importance that smaller sites play in providing land for new homes in London, particularly in outer London boroughs.
In London, small sites are defined as areas of up to 0.25 hectares. The Growing London Plan states that almost half of the total housing demand in the borough of Harrow should be provided in smaller areas. So it’s important to understand where these sites are and how much growth they can accommodate.
The work aims to identify potential development sites and assess capacity using design case studies that seek to optimize land use while responding to local character and identity. This will be the basis of the small site design code.
The work will contribute to the development of a new local plan, with design codes to help shape and define planning applications. Design codes were prepared in collaboration with Hawkins Brown Architects.

Harrow Council’s planning committee on Wednesday (June 9) granted planning permission for a three-storey building – two levels of workplace and one covered car park – at Bombay Central in Harrow, Harrow.
