The new plan, which was approved by council organizers on February 17, 2022, aims to improve infrastructure. Public transport and connectivity in the area and to increase safety and accessibility for Luang Road users.
If approved, the proposal would enable a gyratory system to divert traffic from Holmeside to Maritime Road and use a new link road, crossing Brougham Street and Waterloo Place.
The scheme is expected to improve public spaces around Sunderland train station and improve links to taxis and multi-storey car parks in Holmeside.
A planning statement included in the council’s planning application said the new route would not have a “significant impact” on the existing transport network and would provide “a significant boost to pedestrian safety.”

Speaking in December 2021, Cllr Rowntree said: “These plans are aimed at increasing access and safety, improving the landscape and public spaces around the new Sunderland Port.
“Improved pedestrian links will also encourage the use of sustainable transport to reduce carbon emissions and help us on our way to making Sunderland a carbon neutral city by 2040.”

A new multi-million pound investment plan has been unveiled in Sunderland as council chiefs press ahead with their new budget.
Council members unveiled the first plans last October in a drive to create a “stronger, healthier and stronger” Sunderland in line with the new city plan.
This includes investment in the Riverside, town center and seafront, new schools, land acquisition, new parking on the Vaux site and a feasibility study for a new Wear bridge.
Since the plan was first launched, new additions include £59m to build affordable housing and £10m to “enhance community connectivity”.

Around £2.2 million will also go towards a new bus station at Clinton Place to support businesses at Doxford International Business Park.
Council leader, Coun Graeme Miller, said: “While we have benefited from significant funding from across the government, we cannot wait for them to bring in the money we need.
“For example, unfortunately we are not eligible for funding for our school – for other facilities and renovations necessary to provide a high-quality teaching environment – so we are in control of the situation.
“But I can assure you that enough money is being put into our budget to make sure we are financially sound.”

“I went on and on about what we built, where we built it and why we built it and how Sunderland have it,” he added.

Sunderland City Council rejected the previous application and withdrew it from appeal in June 2021.
The proposal for this new project, which made some changes to the original project, received 19 letters of support, suggesting that it would make it “[know] the area” and use the land “which is neglected, growing and used as waste. land”.

While the proposal was found to be acceptable in principle, under the right circumstances, council planners said a number of issues made the proposal “unacceptable”.
The report was presented to members of Parliament, who met on Monday (April 11) and found that there is no updated environmental report to properly assess the environmental impact of the development, which is another reason for rejection.
Applicants have the right to challenge the decision by filing an appeal with the Secretary of State. The City’s Planning and Highways (East) Committee has given permission to redevelop Sunderland town center into 265 new homes.
