Texas Colleges With No Application Fee – A very famous person once said: “Nobody gets a free ride.” Apparently, they’re not talking about colleges in Texas.

Many four-year and two-year colleges in Texas offer free rides to students. Most of these programs are income-eligible and most target students from low- and middle-income families. As the name suggests, “tuition-free” college programs usually don’t cover anything beyond tuition. Rice University’s program is one of the few exceptions, covers room and board, and is open to non-Texas residents.

Promise of Dallas County: This “free tuition” program is available to high school graduates from 65+ participating Promise high schools in Dallas County. It covers tuition costs not covered by federal and state financial aid.

Students may participate in the program at any partner college, although most students must transfer to a partner school after beginning their undergraduate career at one of Dallas College’s campuses. For students who graduate from a college high school (earning an associate’s degree while in high school), they can go directly to one of the 4-year partner colleges and benefit from the Dallas County Promise Scholarship.

However, some 4-year partner colleges offer limited Dallas County Promise scholarships. Those colleges include the University of North Texas, Southern Methodist University, and Austin College.

Students must apply to participate in the Dallas County Promise Program, which covers college tuition not covered by other federal, state, and institutional grants and scholarships (gift aid) at partner colleges . The program is funded through the Dallas College Foundation and includes a Success Coach component.

Participating colleges include Dallas College, Texas A&M University-Commerce, Texas A&M University-Texarkana, Midwestern State University and Southern Methodist University. Application required. High school seniors must apply to participate in this program at the same time they apply to college. Applications open in September each year and close in February. However, you have to meet some milestones in the meantime.

Rice Investments: Rice University offers the most generous financial aid to low- and moderate-income families. Rice expanded the program in 2021, and students with family incomes of less than $75,000 will now receive funds to cover tuition, fees, room and board. Students from families earning between $75,000 and $140,000 receive their full tuition.

In addition, Rice University is one of the few colleges considered a debt-free university. This means that if you are lucky enough to be accepted and qualify for financial aid, you will receive a financial aid package without any loan.

Income under $75,000: Free tuition and room and board; Income between $75,000 and $140,000: Full tuition support; Income between $140,000 and $200,000 – 50% tuition discount.

International students are not eligible for the Rice investment, but may be eligible to apply for other need-based financial aid.

Aggie Assurance:  (Whew!) This “free tuition” program is open to incoming freshmen and transfer students and covers tuition costs for future Aggies.

Covers up to eight semesters of full-time enrollment for new students and up to four semesters for transfer students.

Students from households with an adjusted gross income (AGI) of $65,000 and less: 100% free tuition; Tuition support is available for families with an AGI between $65,001 and $125,000.

Texas Advance Commitment

Texas Advance Commitment: Beginning in fall 2020, the university will offer free tuition to students with family incomes of $65,000 or less. The university also provides partial tuition support to families with incomes up to $125,000.

Purple Promise Guarantee Program: This free tuition program is a “last dollar” program that pays tuition costs not covered by other grants and scholarships.

Bearkat Offer: Covers any mandatory tuition and fees not covered by other grants and scholarships. This program is open to freshmen and transfer students.

Blue and Gold Guarantee: The program is designed to help families afford college and is considered a “last dollar” scholarship. It covers Pell Grant recipients’ full tuition after other federal and state grants and scholarships.

Mustang’s Guarantee Program: Eligible freshmen who have not earned a bachelor’s degree can take advantage of this program. This program is a “last dollar” scholarship and covers tuition costs not covered by other grants and scholarships.

Tuition-free colleges can help lower your overall college costs and student debt. However, keep in mind that even if you don’t qualify for one of these programs, you may still qualify for other financial aid and scholarships, including Merit Aid.

My best advice is to contact the financial aid office at the colleges on your list. They can give you more up-to-date information about any free tuition or other financial aid options available to you.

Students are often surprised that they usually have to pay the college or university to submit their college applications. Some colleges allow students to apply for free, but other colleges charge students $25 to $90 to submit their application.

Pro tip: Some colleges don’t charge an application fee, or offer special times throughout the year when they waive the application fee. Check with your college to see if these types of opportunities are available, and if so, plan to submit your application to match the free application timeline.

Additionally, the college application process often comes with many financial surprises in the form of fees that students are initially unaware of. Beyond college application fees, students may also pay tuition or housing fees (which we’ll discuss later) or fees for sending test scores to colleges from places like the ACT and the College Board.

As a result of these unexpected expenses, you may start to see dollar signs add up in your mind and feel anxious.
